Decide the questions
Three questions the plant actually needs answered, agreed before anything is instrumented. Data collected without a question is storage.

Signals taken from the controllers where they exist and from added sensors where they do not. Downtime reasons chosen by the people who will press the button.

A consistent equipment model so that two lines built eight years apart report in the same units.

Put it where it is seen
A screen on the line for the operator, a report for the shift meeting, an export for finance. Different questions, different audiences.

That is the normal case. Mixed vendor collection is most of the effort, and it is why an equipment model matters more than the dashboard on top of it.
